Plato wrote Laws during a peaceful period of full dedication to the Academy. The Laws were thought to have been in the process of publication at the time of his death.

In Plato’s Ideal State at the age of 50, those with real ability reach the pinnacle of state order. They join the group of guardian class. They rule according to their own intelligence and training and must not be compelled to conform to set of outdated and inferior laws.
