Any number of judges can be nationals of the same country
One  There can be no more than one judge of the same nationality on the International Court of Justice (ICJ) at any one time. This is because Article 9 of the Statute of the ICJ states that: “No two Members of the Court may be nationals of the same State.” This rule is designed to ensure that the ICJ is impartial and independent. If there were more than one judge of the same nationality on the Court, it could be seen as a conflict of interest, as the judges might be more likely to favor their own country in their decisions.
