Berlin, Germany  The first Conference of the Parties (COP-1) to combat climate change took place in Berlin, Germany from 28 March to 7 April 1995. The conference was attended by representatives from 165 countries. The main objective of the conference was to review the implementation of the United Nations Framework Convention on Climate Change (UNFCCC), which was adopted in 1992. The conference also adopted the Berlin Mandate, which set out a framework for further negotiations on climate change.
